A situation of complete confusion, as if there were babies crying, the dog barking, both telephones ringing, and someone at the front door. The Senate and House of Representatives and last but not least the White House are branches of government
that are confusing. The activity that each branch of government is involved in seems to be for self preservation rather than the American people.
